This Country Assistance Strategy (CAS) for Morocco, for the Fiscal Years 06-09 briefly takes stock of the implementation of the CAS under a largely unchanged strategic framework. It examines issues such as how to effectively re-launch certain reforms, the lessons learned in terms of continued relevance of Bank lending instruments, and the implementation processes for the Bank's analytical support. Morocco's overall performance in implementing the CAS has been very satisfactory. Implementation of the CAS is on track, steady progress is being made according to the selected indicators, and there is strong demand for Bank's lending and analytical support. But Morocco is at a crossroads. The recent elections clearly signaled the need for a sustained commitment to democracy. This CAS was built on the strategic directions drawn by the outgoing Government, and constitutes a flexible instrument
