It has been widely discussed that agriculture differs from the non-farm sector of the economy, insofar as the uncertainty conditions in agriculture are much stronger than in the non-farm sector; environment plays a predominant role both on the level of production, and on income disparity between the farm and the nonfarm sector. Social characteristics in the agicultural sector cannot be ignored by the Policy-Maker, even if he has to depart from certain economic principles.
