The same question arises each technical revolution, as a natural reaction when facing innovation and new methods. ICT are largely considered by their impact on politics and the tools used for cyber-democracy issues. But another original approach emphasizes the need for education and ICT training, which should be part of the scholarship basic program for next generations, and especially the 21st century citizen. With digital society arising in any part of daily life, scholarship is the most appropriate instrument to enhance scientific and technical knowledge, to allow intelligent users and citizens to understand properly the challenges of ICT.
